New world rally cars in mexico

Watching the first stage proper in Mexico - hot and high altitude. All the top WRC cars apart from the Citroen suffer overheating problems and have to operate in a safe (I.e. Slow) mode!

Do they not test these things in advance, or are there constraints on testing along the lines of F1?
