golf 5 gti fault code P3193

hi, couple of months ago i got this fault code (P3193) and i started looking it up and one thing i did first was buying a new flap motor from scrap yard (been tested and fully working) after swaping it i still have the fault code its impossible to remove it i have tested output test, basic settings and reed live data and it show ''0.260v'' ''0.260v'' ''position 10'' ''error'' if i turn it by hand the voltage value increased to maximum of around 5v, the intake manifold seems not to have a flap motor sensor at all, and i have recently cleaned intake from carbon and i did not have any issue after install just after like 6 month+ this fault came on, anyone got any ideas?
