Intermittent Cold start issue

Been having intermittent issues with cold starts lately. Issue only happens on cold start if the csr has been running it will start up with no issues. I've taken a video of the cold start, please see the link below:

So far I've replaced:
- Coils and spark plugs
- Fuel filter
- 4x injectors
- battery
- cam follower
- cleaned MAF and IAT sensors

Scaned the car which shows no fault codes.

Car has had a inlet clean and has a stage 1 map.

pudding:
Lift pump or HPFP not building pressure quickly enough.
