Do Top Gear break the law almost every episode?

If your eating the most I think they could do it a fine for not being in control of your vehicle - £30 fine no points.

As Ben just suggested, although yes probably wrong - there are more bits that make me wonder how the hell do they get away with that.

I was stuck in a stationary traffic jam on the Cromwell Road once, outside the Natural History Museum. Hadn't moved for about ten minutes, there was some sort of protest going on. I took out my phone to send a message to my friend telling him I was stuck in the jam, and got told off by a passing policeman. I apologised and nothing further came of it, but it was literally a parked situation; many people had their engines off.
