iOS4 is the operating system it uses. Currently you will be on iOS 3.2.2. iOS 4 will bring all the benefits of stuff like folders etc that you can have on the iPhone 4
If you are having issues with the wireless then try turning off the Auto brightness as this can sometimes have adverse effects. This was only a problem on iOS 3.2 and was supposedly fixed with iOS 3.2.1. Make sure you have the latest software installed. It's in Settings> About> Software version. If your still unhappy take it back to Apple and they should exchange it for you.
As far as im aware (haven't tried it recently) BBC iPlayer is not available yet on the iPad as it doesn't support flash (like the iPhone). you can use TV Catchup to watch live terrestrial TV on the iPad though

Thanks for your help we can now get BBC news live. I have also turned auto brightness so will see how it goes. We are on v3.2.2

I'm not jailbroken but my ip4 plays BBC iplayer perfectly well. I think my iPad does too, when I can be arsed to get myself of this sofa I'll double check.
Yes iPad plays iplayer too direct from the BBC web page......
