Xenon Lights vs Non Xenon differences?

As a general rule xenons have a projector lens so you can't see the bulb itself, whereas non xenon you can see the bulb. With factory fit lights you should be able to tell by this but previous owners may have added xenons or bought aftermarket lights with a projector lens.

If you're comparing Xenons vs standard halogens, then yes. If you're comparing xenons with xenon-look headlights, then I'd imagine it's more difficult.
