I guess you have to go with your own experiences.
Having mapped cars on 'proper' engine management system eg MoteC M48 and 800. I know how long it takes for a road solution (ie part throttle in various conditions) Even with data logging, closed loop trim and high quality sensors it's a lot of hours. The good part of a tweaked stock ECU is the base map will be close, the bad news is they are much more difficult to adjust as they are not designed to do so outside of the factory. I have certainly never seen 3D maps downloadable from a data logged test drive for example or live adjusting of the ECU in flight while measuring and reading all data.
The best maps will be made by those who have the best access and insight and have done the most dyno and road time
