ITG Fluttering?

What causes the "flutter" that I sometimes get in my Stage 1 ED30 with ITG Maxogen? I don't mean any of the noises when you let off, but the fluttering as you are building boost up the rev range, am I right in thinking its the diverter valve modulating boost?
