MK5 BKD injection timing

hi all first post.
have mk5 golf 2.0 gttdi, had timing belt changed last yr after the change its harder to start & fuel economy has gone down.
done a bit reading on net & seems after a belt change cams need fine tuning which i am sure didnt happen.
i dont have vcds so this is where i need help, i live in newcastle so is there anyone close who does have vcds & knowledge of this who can lend a hand
