^^^^ Use LOADS of Autosol with some heavy duty wire wool and work your way down to 0000 grade wire wool for finishing it off.

Use a microfibre cloth and some metal polish. I'd avoid Autosol as it's very heavy. Start with a more gentle one if you can. Then if you need to work up to using wire wool you can of course do that.
I find Autofinesse Mercury works very very well.
Had good results over the weekend with some Surf City Garage Absolutely Aluminium. This is quite gentle, more watery than abrasive.

Mine were similar to those when I got my Gti, thought they'd never clean up but I used some Gunk engine de-greaser first which really shifted some of the heavy duty stuff and then as above wire wool and autosol. Makes a hell of a difference to the overall appearance of the car i think if it's got shiny pipes.
