I've used the new 15 (A LOT) and its noticeably better than the old one which was already very good.

How comes you're after the 21? I found the 180mm pads too big for most panels and they don't stay flat, becomes difficult to work with. Not such an issue with the yellow and white but green and blue were awful.

You know the 15 and 21 are different right?

The 21 is for 180mm pads and the 15 is for 150mm pads.

I would highly recommend sticking with the 15.

Bare in mind I use these machines for between 10-20 hours a week.

The 21 will be too big. I sometimes struggle with my 15 in places.
