Title: can you buy this hard plastic surround seperately

The hard plastic that surrounds the base of the aerial on the roof of my car has cracked.
Is this part sold separately?

Yes.  Ebay have them just search for golf mkt aerial rubber gasket.

I changed one on a MK4, they are rubber, so if you put it in hot water it gets soft and you should be able to stretch it over the base without needing to remove the aerial.

You have inspired me to change mine...£3ish from Amazon! It bugs me every time I look at the roof, not easy for a man of my stature luckily.

Yes I changed mine a couple of months ago using the above method and also a little red rubber grease.
