hmmm, good question, I wondered that myself, interestingly, some have that hole, and some dont, Im going to take a wild guess that its for Harmonic purposes, and possibly gives it a little induction note?

.
Just a wild guess but I wonder if it creates suction and/or consequently improves the airflow?

....Must have been in his excitement at the prospect of another conversion to the faith of modified VW's.

It's actually a sticker I came across and photographed and it wasn't perfectly applied.

Not sure about on a Mk6, but when i was looking for my Mk5, several of the cars I looked at had a plastic cover over a cut out on the air intake in place, and several had it removed- why?- is it to increase air flow, or induction noise?

On the question of "Sure, Mr VW knows best", he only knows best in the context of meeting the requirements of various international territories and their very strict legislation. Add to that the fact that the GTI is merely a version of the Golf range rather than designed and built specifically for enthusiasts (usually mad Englishmen), and compromises are inevitable. Consequently a very healthy aftermarket exists to further enhance and improve the GTI beyond Herr Volks-Wagen's limitations. Fritz does a very fine job of delivering the GTI to base camp though.

they might well have done something as simple as that just to limit power a certain degree for emissions etc

Taping up the holes won't get you any more power.

mk5 gtis intake is open at the rear also is it not

I modified my original and plastic welded the rear and reflowed the inside to work tha same as a carbonio.

And we all know how much difference the carbonio makes...

which is bellow the air filter, where it will be perfectly safe, although there is little point putting tape over it I would imagine. actually might be worth the Plastic welding idea, would flow more air into the filter box, but will never match a proper CAI

Maybe it's there to stop the ram air effect so the engine grabs what air it needs and vents the rest through the hole. I would imagine different speed create different amounts of air flow, this would make the flow nice and even. It kinda makes me wonder why the hole wasn't put on the underneath of the scoop like the Mk5 so as to let the rain water drip out.

Not all mk6's have this hole. I asked about it on another forum a while back. Some of them have it some don't.
