Its filler isn't it and its split after its shrunk probably because too much plastered all over it.

I am sure I saw a tear just under the headlight!

I can actually beat that with something I found in a car park a couple of years back, though I can't put the pic up as it's sat on my ancient phone... But it was white, with black DIY (tape) go-fast stripes, and I believe some parts of the car were coloured in with what looked like felt tip  :signLOL:
