What the difference between bi xenon and xenon spec'd cars?
If there is, is one more desirable than the other?

Bi-xenon just means that you get xenon full beam and dipped. All mk5 xenons are Bi !! :-)

i thought there was something about the earlier ones being bixenon but not having been fitted with the bixenon trigger wire from pin11 of the headlights to CECM or am i mistaken?...

what ive read is bi xenon have xenons on the single bulb and the xenon units have them on the two bulbs (mains/dipped) ??

I presumed bi Xenon meant the main beam was a xenon as well but I don't think it is.
When switching to main beam a different bulb is used and its a horrible yellow, looks like a halogen. It certainly isn't a nice blue/white if the dipped xenon.

My cupra has bi xenons and it uses 1 bulb and main beam is xenon.
Normal xenons use a halogen for main beam.

I think Bi-Xenon have only one bulb using Xenon technology and then when you put on full beams it uses the normal halogen high beam bulb along side.
Xenon lights has both main and full beam using xenon bulbs??

In your thread about lights someone mentions that you are not required to have headlight washers as of tomorrow. new MOT rules? ?

A 'bi-xenon' headlight uses a projector in its low beam and has a solenoid which moves a shield in the projector to project more light onto the road when the drive hits the 'high beam' switch, in 'normal low-beam' mode the shield is down
in 'normal xenon' headlights the shield is fixed and thats that.lol

No.
Although passing an MOT and being legal may not be the same.
