Title: Fans running when car is of

For some reason after my car has been sat for about 20 mins the fan ( on the right if you look at the engine bay) come on and spins up to full speed and then slows down and then starts up again.
I thought it was the battery but just put a new one in and its doing it again.... Any ideas???
