Title: Swirls removed by hand?

Regularly clean my motor and have used SRP to try and fill the light scratches. Noticed today it has some swirling on the paintwork, is their anyway to remove these by hand by using a t cut polish or megs ultimate or is is best to get I machined polished by a pro?

I had good results with megs scratch x by hand, but only if you have all day to spare!
