Title: Axle bolt setting

What torque settings have people on here used for there axle bolt, my new wheel bearings came with a 12 point bolt type old pne's removed where a hex head.

In my haynes it says 200nm then 180 deg.

Now I couldnt get a full 180 turn stupidly tight.

I have searched on web and some people are saying the12 point bolt has different torques is this true?
