Title: why does xenons effect which arb you fit?

Would an arb designed for cars with xenons fit on a car without xenons?

auto levelling for xenons is a switch connected to front and rear wishbones to calculate ride height in the car and adjusts lamps accordingly..

So having a Arb designed for xenons on a car without would be fine?

Are they not as strong then so as not to effect the sensor
