Title: New car has white spots on paintwork- advice please

Hi folks, so I have bought a car off my uncle this weekend and have noticed that on one side it has these white spots which are lighter than the original white paintwork on the car.

I asked him what they were and he has replied that he got carried away cleaning one day and used the rough side of a sponge. As a result these white spots have appeared.  :stupid:

So my question is that is there a DIY fix to this or would it be best to go to a car bodyshop? Thanks for any input.

Has it been resprayed before?

Isn't the white the under paint the layers before the colour coat as I have white show through due to chips on a tornado red
