Title: 3dr passenger seat won't fold forward.

Evening all

The wife's passenger seat doesn't fold forward, we lift the handle fully up but the seat doesn't seem to un-latch at the backrest.

Does anyone have any idea how to fix this?
Oh its on a 09 plate Polo.
