Would this cause the car to stutter and bog?

Had this error on all 3 my GTI's in the past 4 years. Additionally helped 5 other GTI owners as well.
If there are no visible breaks or leaks surround the Carbon canister. Then replace the N80 valve and superseded hose.

In a nutshell yourself or previous owner use to fill the tank up. Then decide to round up to nearest 50p or £, in affect adding more gas in.
As soon as I replaced my N80 and hoses also letting the tank full to where it stops automatically. I have never yet seen that error again.
Neither of my GTI's have this error anymore. 2+ years and counting.

Do you check the N80 valve with VCDS before changing?  I checked mine that way, listening for the clicks and seems fine.
