Title: Zenon tint headlights

I have noticed  cars that have headlights that produce a very blue zennon tint.. any ideas what bulbs they are?

They could be using HID's

Which are annoying and illegal

I expect they are using osram nightbreakers (or something similar)

Thats what i thought but they produce an amazing blue tint.. im currently runnign the H7 philips which produce a white light

Your options are:

Philips Blue Vision or equivilent (legal) www.powerbulbs.co.uk (http://www.powerbulbs.co.uk)
These are standard halogen bulbs with a blue tint. The light the produce is the same as regular halogens but to on coming traffic the blue filters give the bulbs a slight blue tinge

or

God-awful and down-right dangerous after market HID kit (illegal)
These will blind on-coming traffic and are even more selfish than driving with fog lights on (when it's not foggy).
