I have been trying to buy a personal plate for some while . DVLA won't contact the owner of it for you . But how do you know the number exists , have you seen it ? or seen it for sale on an Advert ?
I know the number i want exists , just hoping that it comes up for sale , it will be expensive .

Could you do something like a HPI check against the desired plate to get the details you need for contacting the current owner?

You could try some numberplate brokers. I know my boss was looking for a specific one and the broker contacted the owner. It took about 4 months but my boss now has the plate on his Ferarri!

Haha i was typing in a rush on my phone i can spell honest!!

I dont know the exact broker he went for but do a quick google search and a few come up. Basically the bloke my boss dealt with was a one man band type set up who trawled through all the online places to check availability. He then spoke to "a client" that he said owned the desired plate and managed to execute a deal. So basically the same approach that you were describing above by contacting the current plate owner and purchasing it from them and transfering it to my boss

I know there's one tell you the town or city cause I've seen it on someone's phone.

Its probably been done illegally , a one man band probably has a dodgy contact somewhere .

If you have a private car park, or land, then seemingly using a reg plate you can apply for people's details from the DVLA to send them unenforcible parking tickets.

I'd also wager this easy access has a lot to do with driveway thefts.
