Hi there,
I can't help with where the control u it is however I've just had the same problem as you apart from my fan would stop when I take the key out of the car. When I was stuck in traffic and the temp was getting to the stage where the fan would kick in, it would turn on and then go full pelt and not slow down even if I switched the ignition off. I had to take the key out before it stopped.
In the end I had to take it to Alex at AKS Tuning and had the fans replaced and this has fixed the problem!
Hope u get it sorted mate

Had a 2007 a4 tdi with the same problem as you. Ended up being a relay at fault. Different car but worth checking.
