Fuel Pump draining battery

Hi everyone got a ongoing issue with my GTI noted the fuel pump continues to 'prime' after the car is turned off causing a battery drain
changed fuel pump module but still the same,removed fuse to stop pump running as a stop gap
what does everyone think ? stuck relay ? if so where will i find it
