I think it depends on what the pipe is made from and which cone filter you have.
The foam filters like revo & ram air seem pretty loud

Large bore metal pipes (like the Revo) are louder than smaller bores, or ones consisting mainly of silicone.
Anything with an open filter is going to be loud with an audible whooooosh (unless your DV is broken). If you want quieter then I would think something along the lines of the VWR intake would be your best bet

I fitted the k04 ramair kit and makes the noise from 2k. I would prefer a subtle throaty noise from the induction kit with the whoosh either very minimal or at higher revs. To confirm then there is no such kit that can do this?

You've pretty much described the sound the standard airbox makes.
Apart from hearing the 'wooosh' at higher revs - I'm not sure you can really achieve that, as it's boost you're hearing and boost builds rapidly at low-mid revs then drops off as the revs climb. Maybe on a big turbo setup there'd be more noise at higher revs, but not a standard turbo.
Like Dan said above, an enclosed cone filter will not be as loud.
I guess you have to decide why exactly you want an induction kit - the standard airbox can have some advantages on a k03/k04 car.
