Autosol metal polish with 00 grade wire wool or a fine scouring pad.

Autosol top product Halfords about £5-6 really good stuff

Wash:
 Autosol does amazing things to my milltek tips but on standard exhaust tips which haven't really been maintained you'll be there forever lol

I use autosol also and and find it good also

Fine wire wool with Autosol if its really bad then grade it back.

Britemax Metal twins are great with a dremmel style tool and small polishing head.
