Heaters only blowing luke warm.

Ok so this started about 3 years ago and I've tried various things but it's now really starting to annoy me.

The car is a 2005 gti dsg with the auto button on the climate panel not the AC button.
The car has had in the last 3 years...
Cambelt and water pump
Main thermostat (Front of the engine)
Inline thermostat (above the gearbox)
Inline thermostat (by the sump)
Coolant temprature sensor (side of engine below the vvt)

All these parts are genuine but yet my heaters probably only blow at 17° on max.
I've been is the dash and checked the flap motor and flap, they are working fine and un obstructed.
I've done a matrix flush also and that seemed fine.

One thing I have noticed though is the gauge on the dash says the car is at 90° but vcds and my obd2 port that connects to my headunit say the car is at 75° even the diagnostic trick on the climate panel says the car is 75°. The most I've seen it go upto was 82°.

Surely the cars not getting warm enough?

Anyone with any ideas? Getting fed up with having to drive with gloves on now.
