Mk5 Overheating, rad outlet temp stuck at 36!

Help overheating....

My radiator fans won't kick into life and my car starts to overheat at a stationary. I have checked VCDS and engine coolant (g62) rises as normal, but the radiator outlet temp (g83) remains stuck on 35c. I have taken out the g83 sensor and the VCDS still shows it as stuck on this temp, so thinking not the sensor. I have traced and checked the continuity of both wires and both seem good. I even traced the feed wire back through the cab and it ends up on the back of the HVAC system. I am starting to wonder if there is some interaction with the HVAC system that feeds temp info to the ECU, else the ECU has an issue. Any advice would be amazing. Additionally my AC doesnt work despite new sensors, new compressor and a regas/leak check, wonder if there is a connection?
