Snapped rear wishbone console bush bolts

Hey guys, sorry to be that person, but my first post here is asking for help.

I'm in the process—or I was in the process—of replacing my wishbones when I snapped one of the two 16mm bolts for the rear console bush. (One was already snapped and had been left as an advisory.) So now I have two bolts with no heads, just sticking out from the car.

I've managed to remove the wishbone. I tried welding a nut on, but no luck (there's enough space and thread, but I'm apparently useless with a welder!).

I've read on here that people suggest just replacing the bracket (the one the snapped bolts are coming from). However, don't these bolts go through the bracket and into the subframe? Apologies if that doesn't make sense—I'm far from a mechanic!

The car is an '08 Golf GT TDI.

I'd like to think I can remove the bracket, but I feel like those two bolts are actually holding it in place?

Yes, the bracket is bolted to the subframe.
