I would contact the bidder as said above and give them the opportunity to pay as per the winning bid, I might also hedge my bets and contact the second highest bidder, see if they still want the item if the next highest drops out as they might go on and buy something else in the mean-time and your then left with no sale.
Are you able to get a telephone number from ebay for the highest bidder?

all my listings are set so you have to have more than 10 feedback to bid, just doesn't let you otherwise.
got annoyed with people bidding last second and wanting me to send the item to Nigeria.

i too have a very low count on my ebay as i use it to source stuff then i get my mate to buy as he has a mini biz on ebay and it makes his account look busier(and hides both our stuff from his and my GF lol) so when i occasionally buy stuff myself it becomes a real trust issue for the seller!
i always give feedback but only once iv actually used what ive bought so sometimes it means its a while b4 i do it!
give yourdelf a deadline and then contact second bidder with that date in mind if it falls thru-so you keep him on the hook?
